The National PACE Association (NPA), an Alexandria, VA based association, is seeking candidates for the position of Vice President, Quality. NPA represents Programs of All-inclusive Care for the Elderly (PACE), provider-based health plans that enroll a largely dual-eligible population and provide a comprehensive, fully-integrated benefit inclusive of all Medicare- and Medicaid-covered services.
The Vice President, Quality will provide strategic leadership and oversight to support the quality improvement efforts of PACE organizations and the attainment of improved healthcare outcomes for their participants.
Provide leadership and direction to PACE programs on matters related to quality improvement.
Provide technical assistance to PACE programs and generate resources to advance clinical practices.
Serve as chief staff liaison to NPA’s Quality Improvement and Primary Care Committees, providing oversight and assuring quality and timeliness of deliverables.
Develop quality standards and measures to support quality assurance, consistent with regulatory oversight requirements.
Oversee process for defining and maintaining clinical model practices and preventive guidelines that align with the Primary Care Committee’s priorities, member needs, and emerging clinical evidence.
Develop programs and educational forums for the NPA’s Annual Conference, Quality Improvement Symposium, Clinical Symposium, and other events to help members understand and participate in quality improvement efforts.
Knowledge, Skills, and Abilities
Experience working with industry-leading quality improvement methods and tools.
Knowledge and experience with performance measurement, preferably, for individuals dually eligible for Medicare and Medicaid.
Understanding and knowledge of the function and evolution of underlying data structures used in the development of quality measures.
Working knowledge of PACE, Medicare, Medicaid, managed care, and long-term care.
Strong interpersonal skills and ability to work in a team-focused environment.
Demonstrated ability to work in an association membership organization is desirable.
Superior organizational skills with attention to detail and ability to coordinate multiple projects including action items, timelines, and budgets.
Experience developing and managing project teams and plans.
Experience collaborating with volunteer medical professionals, preferably in an association environment.
Ability to work with limited direct supervision, balancing multiple tasks to focus on appropriate priorities and follow standard procedures to accomplish assigned tasks.
Is confident to provide public presentations and provide written and verbal updates to organization’s members, leadership and staff.
Excellent written, verbal, and analytical skills.
Master’s degree in health care administration, health care policy, public health, clinical discipline, or related field; or equivalent relevant experience
5-7 years’ experience in health policy and/or health care quality or 5 years’ experience working with health care professionals or providers
2 years’ experience with association programs, services or supports is desirable
