About the position:
The Compliance and Education Director is responsible for leading, monitoring, and implementing MHHC’s compliance, quality, employee education and safety programs in accordance with MHHC policies, and legal and regulatory requirements. The Compliance and Education Director will also supervise the Education and Quality Nurse and department support staff.
Responsible for the overall risk management of the organization focusing on high risk and problem prone areas with audits to investigate and monitor compliance with federal and state laws and regulations, including those related to Medicare and Medicaid, and the HIPAA Privacy Standards (collectively, “Compliance Laws”)
Serves as the organization’s Privacy Officer and partners with the Director of Information Technology to ensure correct role-based access to the electronic medical record (EMR) and Health Insurance Portability and Accountability Act (HIPAA) compliance
Oversees employee education programs and provides professional education on corporate responsibility, code of conduct, fraud and abuse, legislation and regulations that affect operations, ethical principles and service recovery for all employees, and provides volunteer training, as needed
Works in coordination with the Education/Quality Nurse to ensure the education program meets all necessary requirements for staff education, including new employee orientation, in-service training and clinical competency training
Assists in setting a culture that is open and responsive with no retaliation for reporting errors, breaches or concerns
Actively participates in the quality and compliance committees to maintain appropriate business standards, including taking the lead in developing internal controls to monitor adherence to applicable statutes
Works closely with the Compliance Officer to ensure that corrective actions are implemented to prevent and/or correct any discrepancies in billing to Medicare, Medi-Cal or commercial payors
Oversees and assists with quality and compliance audits and education needs
Provides oversight in the set up and active templates for documentation in the EMR to ensure they meet legal and compliance standards
Acts as the lead point person for surveys/audits conducted by external parties (JC, Kaiser, etc.) and manage activities to completion
Works directly with leadership to ensure any corrections, late entries or documentation changes adhere to compliance documentation standards
Responsible for the overall monitoring & tracking of infection control in patient care delivery
Responsible for the documentation and tracking of the service recovery process and assisting clinical services in handling of complaints
Liaison for the Board Compliance Committee, which reviews policies and ensure quality of care and compliance with regulatory requirements
Collaborates closely with Senior Leaders to prioritize operational opportunities for improvement and ensure necessary staff education is provided
Determines priorities in workload and completes projects in an accurate and timely manner
Oversees patient safety, corrections, required reporting and tracking
Effective management skills to mentor and motivate staff, delegate appropriately, and strengthen performance while maintaining best practices, teamwork, and shared accountability
Creates a work environment which encourages participation to promote retention, productivity, quality, customer-oriented staff; and utilizes clearly defined goals, objectives, and methods to measure success.

Current California RN license
Bachelor’s degree in nursing (BSN), master’s degree in health-related focus preferred
Certification in Healthcare Compliance and/or Privacy preferred
At least four years’ experience in healthcare leadership, quality and compliance
Valid California Driver’s License and an automobile that is insured in accordance with the organization’s requirements
Computer proficiency in Microsoft Office and willingness to learn new software as needed
Team player with excellent organizational, communication, and problem solving skills
Working knowledge and experience in implementing and maintaining quality and compliance programs that comply with the required OIG elements, the 7 required elements of a corporate compliance program, and the 5 key elements of a QAPI program
Working knowledge of all COPS, state regulations and accreditation standards
Working knowledge of EMR programs
Solid understanding of medical record release requirements, limitations and breach reporting
Experience with audit construction; including audit tool drafting
Demonstrated success in strategic planning and implementation of tactics to achieve goals, along with the success in managing the work efforts of others
Ability to align the department’s objectives with the organization’s goals, and work with staff, leaders and board members in a collegial and collaborative manner
Self-directed and able to work with minimal supervision
Highly organized, productive, collaborative
Ability to balance multiple priorities and projects simultaneously, assuring timely completion and quality outcomes

Since our founding in 1979, we have provided more than 11,000 patients and their families with physical, emotional, and spiritual support throughout the journey from a life-threatening diagnosis through death and bereavement.
Most of our patients receive care in their own homes. We also care for people in assisted living, board and care, skilled nursing facilities, and elsewhere. Our hospice house offers a peaceful, homelike option for those at the very end of life whose symptoms cannot be managed at home.
