Leavenworth: First Area of Consideration (AOC) will be given to NFEE bargaining unit employees at Leavenworth VAMC. Second AOC will be given to EKHCS permanent employees. Third AOC will be given to the public (US citizens and nationals). Topeka: First Area of Consideration (AOC) will be given to AFGE bargaining unit employees, Topeka VAMC.
