Recruiting for the Deputy Chief of Ambulatory Care/Primary Care, who will work in a strategic leadership role with the Associate Chief of Staff (ACOS) to ensure high quality Whole Health Veteran care, efficient clinical operations, innovations in quality and patient safety, and supporting of staff in transformative change initiatives. The Ambulatory Care leadership position includes oversight of Primary Care, Prevention Team, Whole Health and Integrative Pain Management, and more. To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Qualifications: Board certified Primary Care Physician (Internal Medicine or Family Medicine) with Primary Care leadership experience, and excellent communication skills. Experience in project and change management, innovation, and project improvement/lean projects is highly regarded. Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. Mechanical inpatient lifts are provided. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations, operative/invasive procedures, or home settings. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. The Ambulatory Care leadership position includes oversight of Primary Care, Prevention Team, Whole Health and Integrative Pain Management, Virtual Health, Employee Health, Compensation and Pension and Dermatology. The role provides an excellent opportunity for innovative transformative leadership, involvement in regional and facility-wide process improvement projects, clinical care, and resident and medical school teaching. Opportunities for national and regional leadership and clinical training are available through VHA. Responsibilities include the identification of priorities for improvement in Primary Care and other clinical sections, and creating opportunities to develop and spread best practices. The Deputy Chief of Ambulatory Care/Primary Care will contribute to systems-improvement projects in the department by participation in various facility and regional committees and workgroups. The candidate will join a vibrant, multidisciplinary team that partners with Veterans on their Whole Health journey. The candidate will work closely with a talented multi-disciplinary team including physicians, chiropractors, nurses, clinical pharmacists, psychologists, social workers, nutritionists, health coaches, and integrative medicine practitioners from our Whole Health Flagship team. In addition to broad oversight of operations across the Service, the Deputy Chief, also referred to as the Deputy ACOS, is directly responsible for day to day operations of Occupational Health, Dermatology, Virtual Health programs, and other programs/activities as deemed appropriate. This position is supervisory, with no less than two section chiefs, Specialty Care providers, and/or nurse managers reporting directly to the Deputy ACOS. The Deputy ACOS also works collaboratively with the ACOS to develop strategies to support Primary Care, to lead performance improvement and quality initiatives and to provide guidance and oversight in the day-to-day operations of all Ambulatory Care clinics in VA New Jersey's two medical centers and nine community-based outpatient clinics. Priority initiatives include expansion of video encounters and creation of innovative strategies to meet the prevention needs of Veterans during the COVID Pandemic. The Deputy ACOS acts on behalf of the ACOS to represent the service during internal administrative discussions as well as during external surveys. In the absence of the ACOS, the Deputy ACOS serves as the Ambulatory Care representative on the Peer Review, Executive Committee of the Medical Staff, and Credentialing/Privileging committees. In addition to administrative duties, the Deputy ACOS maintains an active Primary Care clinical practice managing a primary care patient panel within a Patient-Aligned-Care-Team. The position includes approximately 20% clinical time. The VA New Jersey Ambulatory Care Service is affiliated with Rutgers New Jersey Medical School and the Deputy ACOS position includes the opportunity for an academic faculty appointment and medical student and resident teaching.
