Since 1952, the Iowa City VA HCS has been improving the health of the men and women who have so proudly served our nation. Our system serves more than 50,000 Veterans residing in 53 counties throughout Eastern Iowa, Western Illinois, and Northern Missouri. (Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.) (b) English Language Proficiency. NAs must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j. (c) Education or Training: One year
