The incumbent is a registered nurse supporting risk management activities in the areas of: Risk Assessment, Planning, and Management, Peer Review for Quality Management, Paid Tort Claims, Review of Occurrence Screens, Coordination of Morbidity and Mortality Reviews, and Institutional Disclosure. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: Patient safety, risk management, quality Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Physical Requirements: The position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring Veterans and objects may be required. Staff may be required to don protective equipment in isolation situations or operative/invasive procedures. They may also be exposed to Veterans who are combative, secondary to delirium, dementia, or psychiatric disorders. Active involvement in device or architecture design testing may mean longer periods of standing. The work also involves coping with complex, persistent demands from a variety of sources that can be regarded as a high-pressure work situation. The duties are performed primarily in an adequately lighted and climate-controlled office, classroom, conference room, or hospital clinic/unit setting. Occasional travel may be required. Functional Requirements: The incumbent has use of fingers, both hands required, walking 2 hours, standing 1 hour. Environmental Factors: The incumbent can work closely with others or working alone. Valid driver's license is required ["The Risk Manager serves as a liaison between the facility, VISN, and Regional/ Central council for Risk Management activities in the policy and program matters pertaining to planning, designing, and carrying out the Risk Management program, and coordinates all Risk Management activities carried out by departments in the facility. The Risk Manager is responsible for workforce development and education at the facility, and research and evaluation of facility Risk Management program activities. The incumbent serves as the program specialist and provides the clinical expertise necessary for advising and refining methods of Risk Management at the facility level. The risk manager will work collaboratively with the patient safety manager, ensuring facility oversight and management of safety, clinical, legal, and risk-based practices. Duties include but not limited to: The Risk Manager demonstrates knowledge of Risk Management principles and can analyze and integrate clinical data into Risk Management policy and operations. The Risk Manager advises the facility Director and Chief of Staff (COS) in issues pertinent to facility Risk Management. The Risk Manager participates in the execution of national risk management programs and policies by guiding the development and implementation of programs within the facility. The Risk Manager facilitates the coordination and standardization of risk management activities within the facility. The Risk Manager work with the national Office of Risk Management and the Office of Quality, Safety, and Value to provide policy and procedure recommendations to and from the field. The Risk Manager maintains cooperative relationships with other VA entities such as Veterans Benefits Administration (VBA) Regional Offices, Office of Regional Counsel, National Center for Patient Safety, and Office of Medical-Legal Affairs. The Risk Manager investigates new technology and methodology for risk management program implementation. Works closely with the Risk Management Information Technology Workgroup and the Quality Assessments Team, Office of the Medical Inspector, to ensure all facets of implementation are addressed.
