Education and length of practice are considered through a formal pay-setting process to determine the final compensable salary (Base Pay + Market Pay) A position exists for a full-time, Primary Care (Family Practice/General Internal Medicine) Physician for our Kankakee, IL Community Based Outpatient clinic. To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Additional Requirement: Board certified/board eligible in Internal Medicine or Family Practice Preferred Experience: 3 years experience preferred Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: Walking, bending, stooping, and some lifting in the direct care of patients. There may also be extended periods of sitting. ["The Primary Care Provider will provide primary care, to include Women's health care, for a panel of approximately 1200 patients at the Joliet Community Based Outpatient Clinic (CBOC), one of six CBOCs for Hines VA hospital (others located in Bourbonnais, Hoffman Estates, North Aurora, Oak Lawn, and Peru, Illinois). Incumbent works collaboratively with local CBOC staff and projects involving CBOC staff or patients. Incumbent will participate and maintain clinical and educational activities within Primary Care/General Medicine at Hines to stay grounded and relevant in the role. Women's Health Care updated training for VA care delivery will be provided as needed. Must be Board Certified or Board Eligible in Internal Medicine or Family Practice. Responsible for all functions which fall under the scope of care of Primary Care. Responsible for all functions which fall under the scope of care of a Primary Care Provider. These include predominantly clinical and administrative management, either directly or through delegated authority of the following: Initial patient evaluation Management of acute and chronic medical conditions in an outpatient setting to include: Consultation with other services as needed Familiar with and employs diagnostic and therapeutic treatment plans that satisfy current standards of care Follow up care post treatment Provide acute/emergency care 24 hours a day 365 days a year Research initiative opportunities Optimizing patient safety and quality Provides direct patient care as patient primary outpatient clinics. Provides patients with accurate, compassionate, and cost-effective treatment. Responsible for providing services in an efficient, high-quality, cost effective manner within budget allocation. Works with the Chief, Medical Service and other staff as appropriate, supports operations issues/problems resolution in a logical, step-wise fashion. Participates in a forum in which staff identify, communicate and resolve issues related to Medical Service, Medical Center ancillary and support operations and VISN-wide mandates. Works with the Chief, Medical Service and other disciplines as necessary to support, contribute to and implement policies, procedures, performance goals, strategic plans and initiatives. Seeks and enhances opportunities to promote and strengthen the Medical Center's and VISN goals. Responsible for implementing the goal of improving care for patients. Has basic understanding of managed care practices, including health care finance, billing, coding and documentation. Has knowledge, ability and willingness to use/promote the dissemination among clinical staff of current automated technology for Health Information Management Sections (HIMS), patient data tracking, patient orders, etc. Contributes to the development, maintenance and enhancement of relations with internal/external entities including but not limited to: medical and nursing schools, therapist training programs, local public and private health care entities, colleagues in other Patient Services and Integrated Services such as Information Technology, Laboratory, and Business Office, labor, and VISN. Participates in Medical Service strategic planning, as requested and in in local administrative, management, quality assurance, and other assignments, meetings or committees, as requested. Performance reflects support of the Chief, Medical Service, Chief of Staff, Medical Center Director's, VISN Network and national goals. Must be alert to patient's condition and disorders. Reactions on the part of the patient require immediate attention so harm does not come to the patient. Maintains patient records and files. Follows HIPPA guidelines regarding patient information. Ensures timely completion of daily clinic notes with accurate documentation and coding of service rendered. Follows established safety practices and reports to Chief as promptly as possible to unsafe conditions, unsafe practices or any occupational illness or injury sustained.
